The BPEJ system is an important nationwide basis used to describe the production and non-production functions of soils. The system is interlinked with the Czech and European legislation, it is used by a number of authorities and ministries, especially the Ministry of Agriculture, the Ministry of Finance, the Ministry of the Environment and the State Land Office (current system administrator) as well as other organizations. BPEJ is used for soil protection (conservation/protection classes), tax calculation, description of profitability and management specification, for state subsidy policies (e.g. LFA, Nitrates Directive, afforestation/grassing, RDP), also for description of hydrological functions of soil and the potential of degradation (maps RVK, infiltration, degradation potentials - erosion, compaction, acidification, etc.). The system has not been significantly updated since its creation. The acceleration of climate change and the changes in soil cover (erosion, anthropogenic influences) require their incorporation into the system in a way that the system will reflect the reality of the soil and climate conditions in the Czech Republic. The current system is based on climatic data from 1901 to 1950 which does not reflect the latest period of changes in natural conditions. Partial proposals for the changes to the KR and HPJ have already been made, but they need to be revised, verified, adapted to practice, reduced and subsequently implemented in practice. The aim of the solution is to innovate and update the current soil assessment system (BPEJ). The partial objectives are the extensions of the system with new BPEJ codes, the proposal of a new climate regionalization, the valuation of new BPEJ code, the verification and refinement of the BPEJ system and the categorization of proposed BPEJ’s according to non-production potential.
